In the US Congress any individual member (in eother house) can submit a bill for consideration, even without the support of their party leadership. However, other than in some very narrow circumstances, all bills must go to their appropriate committee and pass in committee, and then be brought to a floor vote by the majority leader (senate) or speaker (house). So the vast majority of bills proposed simply die off and never see the light of day. But members propose them because during election time they can run ads saying they proposed X, Y, Z, and they would technically be telling the truth. In the cases of designating Russia a state sponsor of terrorism, or officially labeling the carnage in Ukraine as genocide, there is quite a bit of support for those positions across both parties, especially in the senate. However, Biden has publicly stated he doesn't agree with those approaches, for exactly the reason some others have brought up, which is that it would likely result in a break of dimplomatic relations with Russia which of course the US foreign policy Establishment does not want or support. But those bills do put pressure on the Administration to get tougher and tougher with Russia, especially rhetorically and diplomatically.3 points

If there are a lot of weapon that cause an affliction on hit or crit, Min's Fortune with Fortune's Folly is a little special : The random tiers1 affliction on crit have not hit-roll, so there is 100% chance to proc on crit the affliction (excepted if the enemy have some resistances of course). Other weapons have to make a second roll for applying their effect generaly. This is like the Blind effect with Sunbeam, you only need to pass the reflex roll from the fire attack to cause blind, or with Spirit Frenzy (or Blood Frenzy) that stagger on hit : there are auto-hit and are not affected by graze or crit for their duration (since they cant graze or crit). At the contrary, it is possible to crit with the weapon using the ability Criipling Strike (or others) and miss for the ability's effect. This is why Fortune's Min is a good weapon for rogue : that unlock sneack attack or deathblow fore sure if applied.2 points

From a Nordic perspective, it has been sobering to recognize that the Baltic countries, apparently, had it right early on. Of course, they had a very recent experience of having escaped the Soviet / Russian world, and they knew what it was/is like. (Also: one evil deed in the Hell Trials in BG2 makes you evil. This is entirely correct, and in line with what you say about reputation. Traditionally, the path of virtue is not called "narrow" for nothing. )2 points

To be fair, 1) it was entirely possible to overestimate Putin. I know I was guilty of it, thinking him smarter than he was (turned out he was just another nationalist/patriot), and 2) US intelligence brought their bad reputation on themselves. Reputation is like that, you can damage your trustworthiness through a single mistake (if it's big enough) and it takes a tenfold of brilliant actions to rebuild the lost trust again.2 points

Sad thing is that base Skyrim actually runs okay, apparently all the paid mods included with the Anniversary Edition absolutely tank performance. Now these "Creation Club" mods are made by users, not by Bethesda, so you might think that it's just a matter of amateurs making poor-quality mods and poor vetting of those mods by Bethesda. Hah, that would make far too much sense, and therefore it's firmly not the case. So yes, the problem has to do with mods. But it has nothing to do with the content of the mods, or how they're coded. Due to how Skyrim fundamentally works, the simple act of enabling a mod reduces performance even if that mod is literally blank and does nothing. The Anniversary Edition has 74 mods included. The game would be broken even if all 74 of those mods were dummy mods with no content whatsoever. The most insane part of course is the fact that this problem would have been identified had someone at Bethesda literally attempted to launch the game just a single time after enabling all those mods. Is it possible to make The Long Pain summon a melee weapon with very long range rather than a ranged weapon? The primary problem with the ability, I think, is that it is ranged and does not work with many monk abilities.1 point

Can't really assume some sort of linear relationship for construction time and bridge length, but doesn't seem too unreasonable. Design, planning and so on probably takes longer. That said damage from a truck bomb and rail fire isn't really something to chalk up as "easy".1 point

Items: Headwear: Nope he's a godlike Hands: Gauntlets of Accuracy Rings: Kuaru's Prize Neck: Cog of Cohh (if ally gets a kill) Cape: None come to mind. There's also Food, Drugs or Potions. Cipher can apply Tactical Meld to Tek to give him Aware. Can't think of anything else besides Priests buffs for accuracy that aren't a self buff only. The main thing is making sure you debuff the enemies properly to prepare for your damage spells. Most of your spells are Reflex so DEX or INT debuffs will help most besides specific Reflex debuffs.1 point

Seems to me, they are so desperate on the battlefield, that they do not know anything better to do. Still more missiles destroyed, than hit the target. All that they have achieved so far, with some of the infrastructure and a lot of civilian objects destroyed, are new sanctions, and even the “weaker” EU leaders stopped to suggest to negotiate with Russia. Which means more deliveries to UA on all fronts… Russia have shot 700+ million in rockets alone to Ukraine yesterday. Just an example of Surovikin doing things, which wants things to go fast to impress Putin, because Russian economy bleeds as never before… UA reaction to it: “Now a very large percentage of missiles are being shot down by Ukraine’s Armed Forces. But there are several possible explanations. The first is that the Russians seek to keep (Ukrainian citizens - ed.) in their basements and shelters. They launch several rockets in batches so that the air raid is long. So that we are morally exhausted. The second possibility is that they are testing our anti-aircraft defence. Where are our weak spots that can be hit massively. We understand that, too. And the third reason may be that they are just illogical idiots, which is also a very likely scenario". Edit: Oh, and Ukraine has already retaliated back at some energy infrastructure in Belgorod. And I bet, there will be more to come1 point

A tinfoil hat theory, which I've crafted as one of odd but not impossible scenarios... 1) China keeps economy in a shut down mode due to the 'covid', even though nowhere else this strick measuers are in place, not even close. 2) China has strict population movement and communication restrictions 3) China has been ramping up military activity 4) Xi is waiting for 'lifetime' election 5) US has been ignoring quite openly all the red lines that China put on the Taiwan issue 6) China observes impact on the Western economies of current RU-UA conflict Theory is, that with all the shutdown of economh and population controls, once Xi gets re-elected and the full scope of the economic damage comes to play into view in the West (especially EU), they will move with Taiwan formal annexation back to the mainland. Not sure how the weather season is there, but I would assume they would pick a moment where ocean/sea conditions are regularly bad.1 point

Hi, First of all, fantastic game. But there are some design choices or overlooked mechanics that can become really annoying. 1- Why does armor go into inventory, or way worse just drop when it becomes damaged? That seems intentionally designed to frustrate players. It doesn't add difficulty, it's just annoying. 2- Inventory space is really limited, especially for offline single players like myself. I like the progression of improving stack sizes with molars but this game encourages and straight up requires you to carry a variety of weapons and tools, which end up using half your inventory. In the end what this does is that I can't carry smoothies, foods or things that use up too many inventory slots. So I just don't use half of the mechanics of the game. Tools/weapons on the toolbelt shouldn't count as inventory space, like armor. Also, it could be extended to 9 or 10 (numbers on PC keyboard, with a dedicated button on console controller for the healing slot and another one maybe). Arrows should have at least 2 dedicated slots so you can swap in combat and they don't take more space. Single players can't really use elemental arrows since they take too many slots. 3- Weapons with low damage and fast attack (daggers, rapiers) should have much higher durability. It seems clear to me that durability decreases per hit. This means that if you use daggers you have to repair it about 1000 times more often than a slow two-handed weapon. It becomes really frustrating. Durability might be better as a function of damage done, or be more balanced between types of weapon. 4- Durability of armor should just be higher, it breaks way too quickly, even when improved. Durability management is an interesting mechanic, but having to repair items too often or being unable to get somewhere because your armor broke can become grating. Especially because of the very limited inventory space and the fact that broken armor uses up even more slots. Special mention to the gas mask, that breaks in about two hits from a red ant, and loses durability very quickly when in toxic gas. Also, there should be a Gas Mask+. 5- Minor point: often bugs get an obscured line of vision or decide to get a little too far from the player during combat, they just heal up completely. I understand this is an anti ranged cheese design choice. Why? It's not like Grounded is a competitive esports game... going too far with those kinds of mechanics just sucks out the fun for no good reason. Also it feeds into the other issues I menitioned. The bug heals up, but the player still loses all the armor and weapon durability without getting anything for it other than lost time. Anyway, I think these problems are mostly about respecting players' time. This is a massive game that already has a very long play time. Adding to it not with content but with excessive limitations is, in my opinion, a bad choice. Cheers!1 point

OK, I went through my first run (as Survivor), with main quest battles and a few other. Everything was fine enough, in my opinion, the mod can be published. Just a couple of comments (apart for Berath Blessing that I already told) : - Missing the Quality enchant by gold only upgrades. But don't remove the possibility to upgrade them with Mythic Adra and SSS quest items (which enable Legendary Quality upgrade) - Ingredients should not be sold for clarification. Ingredients that you get during battles should be mostly for selling. You should advertise that the rewards aren't balanced to enable recipes in the description of the mod. - I didn't check if Consumables can be edit: purchased indefinitely. They should. Or at least in big enough quantity. Everything was fine for mechanic, battle balance, etc... (I mean, after the initial trouble to beat nagas, but as you pointed, it was because I didn't use the mod to get lvl 16 henchmen directly). Congratulations ! Hope to see this soon on Nexus !1 point

Had a few emotional hits, upon which in traditional fashion, I ignored and descended into book reading and craft related matters. Further progress on printing out those Mando designs: Going to test out using a mix of carpentry cabinet scrapers instead of just purely sanding to clean and reduce those print lines.1 point

Hi, normal difficulty lets you get away with all sorts of characters, so no worries. The official companions are build in a way that a normal diff. playthrough is possible with not much trouble even if your main character was a complete disaster. Attribute point distribution is not as crucial as in many other RPGs. It can make a difference of course, but a few points here and there won't have an effect on the validity of your character. Other than that you can totally be a diplomatic Paladin focusing on roleplaying and dialogue and story - but still play a good supporting role during fights. There's one tip for a supporting Paladin that I found to be super helpful in fights: it's the combination of a marking weapon (you should automatically get one when you pick the faction that I think you will pick naturally as a Paladin) with the Paladin ability "Coordinated Attacks". Both do the same: they give the nearest ally who also attacks the same enemy as you +10 accuracy (big bonus). Since they stack it's in fact +20 accuracy (huge bonus). This alone can make the Paladin very helpful in fights "passively" without him even doing much damage by himself - and it doesn't cost much in terms of money or ability points. I made a little character build for such a diplomatic Shieldbearer paladin who is pretty useful in fights, too. It might be a bit too detailed and riddled with special terminology - but maybe it will give you ideas:1 point

After unlocking most, if not all, of the building item recipes I am confused there are only 2 options for stairs? You either go straight generic grass stairs or spiral acorn stairs? I feel like vertical movement design is so limiting. I feel like there should be straight Acorn stairs, spiral grass stairs, pebblet/clay stairs, mushroom stairs, stem stairs, etc. If you are building a mushroom brick castle, you really have no stair options that match the pallet/build. On a related note it would be nice to have cleaner or alternate options as well, like grass stairs without the two support stems in the back. It's strange to me that using a clover roof as a ramp/stair looks cleaner than an actual purpose built staircase.1 point

I don’t think we will be a Watcher, and I disagree that Watcher identity has been key to Eora’s appeal. While our role as a Watcher was key to PoE1 narrative, I didn’t feel that way in PoE2 - our identity was surpassed by Herald of Berath identity - and sure, while being a Watcher has been use as a plot device I feel it’s role could have been replaced by any other plot convenient excuse.1 point

I love the PoE aesthetics Design, arts, interface, colors etc.. For me, visually PoE Deadfire is the most beautiful isometric game I've ever played. I hope they keep that aesthetic in Avowed.1 point

I've been taking a break from Deadfire (1700 hours, man) to give Wrath of the Righteous a shot, and here are some thoughts. I know some people here are genre RTwP fans, and options these days are pretty limited, so I thought I'd share some opinions because a desire for another RTwP is what really drove me to give WoTR a try. Background: I pretty much disliked Pathfinder: Kingmaker quite a bit. Terrible encounter design, I could not get over how terrible the writing was. It did get me into Pathfinder Second Edition though, so there's that. (Though learning up on the 2nd ed ruleset made me dislike Kingmaker's 1st ruleset even more. [WotR is still 1st ed pathfinder rules]) On the game itself: I actually enjoy WoTR, definitely much more than PK. Part of it is better story focus - the stakes are much clearer from the beginning. Encounter design is better; there are still those stupid "come back later" encounters, but it's not as bad as in PK, they're broadcast a bit more (less likely to just stumble into them without warning) and so far there's no loot behind it (so really they're just for the challenge); they really just seem like minor megabosses scattered throughout. Difficulty balancing is better - I play on "Core" which is comparable to somewhere between Veteran and PotD (generally acceptable difficulty and occasional hard fights), and it's better than P:K where Core was too damn easy but the next step up gave enemies so many bonuses (sometimes double-counted) that it basically eliminated most build viability and made many fights an all-or-nothing "everyone got initiative and sneak attacked the enemy" or "a wolf tripped your flat-footed tank and everything snow-balled out of control" binary. There's still those harder difficulties, but I feel like they got a better middle ground this time. YMMV on this one, obviously. Anyway, things that Deadfire/Obsidian did well and has aged well: art/area design. it's funny that we got a complaint about reused assets in another thread, because WotR is a whole heck of a lot of tile re-use. Areas look really same-y and it can be hard to geographically center yourself without constant reference to a map. the nuts and bolts of RTwP interfaces. Translucent spell effects when paused, constantly visible targeting circles and selection circles and health/engagement indicators, compacted combat log entries (where related entries or AoE spells get grouped into one expandable entry), adjustable speed, holy crap all amazing quality of life things that are missing form WotR which is several years newer. Even though I hate on the Deadfire combat tooltip becoming vertical walls in later fights, it's aces better than what WotR does (at least it's no longer hidden behind a Knowledge check like in P:K). AI scripting and smarter default AI behavior and scripts. WotR pretty much just only lets you automate one single ability at a time and your character will do it nonstop without pause. Pretty much only good for cantrips or other infinite-use abilities. Writing. I'm playing WoTR in german so it's a bit hard to assess (I'm at best B1-grade proficiency, plus it's a translation) but it feels a bit better than P:K but damn some of the character development is still just dumb and two-dimensional. having a fixed D&D-style alignment doesn't really help, but it's also not handled well where you get comically binary dialogue choices just so you can fulfill a "good" option or an "evil" option. better leveling/multiclassing system. i mean, 3/3.5e-style multiclassing is a travesty, so not going to spend much time here. rule clarity. yeah Deadfire is dense, but auto-generated tooltips and hover menus are plentiful and viability is still generally ubiquitous. Even with better tutorials of basic concepts in WotR, you're just tossed head first into the pathfinder system, which is full of jargon and build traps (e.g. heavy armor is not a good long-term strategy for defense). Plus, while there are hover menus, it's not expansive - I have to constantly reference other sites or the pathfinder rules to remember what particular afflictions do. the only saving grace is that there's a larger pathfinder community so there's tons of threads explaining rules or why certain builds are terrible ideas Things that Obsidian should learn from WotR in any future RTwP endeavour: Getting the story stakes right. I'm not one of the people who have complained a lot about Deadfire's story, but WotR really communicates the big stakes to you very clearly from the start and constantly updates you with it, and it does really draw you in much better than the kind of distant concerns over Eothas and the various Deadfire factions. It does this (at least so far) without even the heavy-handed timer countdowns of P:K! This is a vast improvement over P:K. I had a similar criticism of BG vs BG2; BG2 tossed you in the middle of a suspenseful dungeon break after being captured by a mysterious (and charismatically voice-acted) Irenicus, whereas BG you were wandering around some open meadows and just given slight suggestions of "hey maybe you should go south to Nashkel at some point." Turn-based really seems like table-stakes for a RTwP game now, and it shouldn't be a separate option you only have one chance to choose. You can swap in/out of turn-based mode with the press of a button in WotR. Especially since WotR implements 5-foot-steps in turn-based mode, and because of some of the sprawling fights, it's nice to have that option at hand, even if I generally don't use them. "Going first matters" - I get that turn-based in Deadfire was kind of added on, but Owlcat has done the "initiative" concept the best in any RTwP I've played; I'm glad they designed RTwP with this primarily-turn-based concept in mind, even ignoring how broken sneak attack can be in P:K (less so in WotR i think). Ridable animal companions!!!! Seriously, I never realized how much I needed this feature in a game until playing WotR. Great implementation of rest mechanics. WotR is a rest-based game (not encounter-based), but even ignoring that, resting is the downtime for your characters to craft scrolls/potions, cure ability damage (much more common vs P:K), but at the same time areas become gradually cursed the longer you rest in them from the demon invasion, which adds buffs to your enemies as you cross thresholds; a high religion ability from someone assigned this job at rest can slow the curse down, but not stop it from advancing. If Deadfire had things gentler than Wounds as well that don't require knock out (like ability damage or long-term diseases), there'd be more of an incentive to rest. At the same time, rest-spamming to refresh empower points or per-rest item abilities would be more constrained if the concern wasn't simply "you'll run out of shark fish soup." I'm actually one of those weirdos who enjoyed the optional constraint in PoE1 where you can only access your stash upon rest. Feeling "epic." Yeah, I tend be a very strong Balance Guy, and WotR is a little bit on the overkill side with the mythic paths, but it definitely helps with the story stakes and sense of progression. If the watcher abilities had been a lot more notable, that could really have helped. I'm not going to gloss over the fact that a lot of players liked BG2's Throne of Bhaal for similar reasons, even though I personally hated its mechanics. A better rest mechanic and resource constraints would make it easier to make e.g. more powerful/epic-feeling watcher abilities without messing up the balance. really sprawling battles. sometimes set-pieces, sometimes an encounter that merges with another, I just feel like these are set up better, whereas Deadfire everything tends to be isolated, and even the ship-to-ship fights happen within a small like 10m space. That being said, if anyone's itching for a newer experience, or just wants another angle to appreciate Deadfire by, I do recommend giving WotR a try. It's no Disco Elysium, but it ain't shabby.1 point

I just finished my new base and somehow a building blueprint got placed under the ground. I dont remember when that item got placed or what it is but now I am stuck seeing a floating wrench at all times in the entrance to my base. It is rather annoying. An option while in build mode to cancel all blueprints would be nice. This would also help people who build large set ups in blueprint mode then realize they need to move the whole thing. Just a quick "Hold X to remove blueprints" and any unfinished blueprints get removed from the map. Please and thanks. I cant stand looking at my main base right now because of it.1 point
