I cannot understand why someone would be on the side of the looters, I guess some people don't value their property, safety and don't care about that of others. And nobody better dare come up with the whole "marginalized" spiel, maybe some dumb white mothereffers believe that but I know brown people that barely speak the language that are surviving and struggling to do better. If you can't make your life better in the US its because you're not trying.1 point

Thankfully, even if military commanders got their ROE straight from Trump (do they?) those don't apply domestically. NG in support of law enforcement ops are still bound by State law with regards to the use of force. Which only adds to the tweet faux pas.1 point

It also works with Avenging Storm (every lightning during the empowered duration will trigger the Least Unstable Coil). I use it with dual mortars + Avenging Storm from time to time because one volley with Blinding Smoke is enough to trigger Brilliant if you hit enough enemies. I suspect Relentless Storm would also do this and maybe even Nature's Terror but I didn't test them.1 point

Work also with the druid' great maelstrom, like magician' pl9 meteors and salvo missiles, for solo classes. I try differents things and with a cipher, detonation against a near death ennemie surround by anothers ones is going to trigger as much inspiration than the number of ennemies hit by the explosion, that give a tactical dimension to use the empowored point. As a druid, twin stones may give you many inspirations , 3 au maximum with my tests, but the real star is venombloom, triggering all the inspirations (as long as there are enough ennemies) and refreshing every 6 secondes like the first time, as long as ennemies are affected too. This is intersting for te triggering cause if there are some items or abilities that work on the same mecanic, i mean that can be interesting to favorise concussives and salvo missiles and meteor swarm with the proc chance of the evoker , maybe?1 point

Greetings employees of Halcyon, We want to take this opportunity to thank the incredible team behind The Outer Worlds. It is because of their hard work and dedication to this project that we received the Best Narrative, Best Performance - Ashly Burch, Best RPG, and Game of the Year nominations at The Game Awards. To all of those who voted for us in The Game Awards, you are all fantastic and we are so grateful for your support. The reception to The Outer Worlds has been unbelievable to see, and even just being nominated means a lot. However, the journey isn't over yet as we are excited to announce that we will be expanding the story through DLC next year! Details will be made available at a later date. Now we would like to allow our game directors, Tim Cain and Leonard Boyarsky, to share a message with you all: We just wanted to personally thank our team for doing a wonderful job and our fans for their tremendous support. And Tim would like to say what an honor it was to work with me. – Leonard Whatever, Leonard. Now that we’ve finished, I expect that certain photographs will be destroyed, as per our agreement. – Tim1 point

Great news on the DLC, take your time with it. I knew this game was great when I was already planning my second play-through before I had finished the first. I had the same experience with New Vegas, only ever finished the main story a few times, but played it for thousands of hours. Outer Worlds may be a tad short, but what a foundation to build upon. (prays Microsoft leaves you alone when creating the sequel!). Fantastic work all round.1 point

Caligula would be a more apt comparison, just substitute traitors with immigrants and deportations for executions. Champion of the people indeed. Plus I'm pretty sure that Trump suffered from brain fever as well, and if he actually manages to lose to Biden (which I doubt, but stranger things have happened) he'd also only have a four year reign, and any given character in his ridiculous entourage qualifies as a horse. Trump's not entirely wrong to claim there are issues with social media. It's just deliciously ironic coming from him. Great entertainment.1 point

They are launching with Goliath (vat-grown bodybuilder foundry workers), Escher (scifi amazon gang with a DNA defect that leaves the men of the bloodline feeble and weak), and Orlocks (pretty vanilla biker gang without bikes). They left out Cawdor (garbage collectors and religious zealots), Van Saar (high tech but wearing suits because of weakened immune system due to constant rad poisoning), and Delaque (bald spies with goggles and trench coats). That would have been the core gangs. The new tabletop version also has: Chaos Helot Cult (average chaos cultists who do rituals in their spare time) Corpse Grinder Cult (workers at the Soylent Green factory turned to Khorne worship and cannibalism) Genestealer Cult Enforcers Venators (bounty hunter templates for people who like to convert miniatures) Ogryn Slaves The original tabletop had (and those will not make it into the new) : Spyrers (rich kids with super advanced alien tech hunting poor people for sports) Ratskins (native Americans wearing giant rat pelts) Scavvies (the poor scavengers living below the bottom of society, and often mutating in the refuse) Ash Waste Nomads living outside the hives were teased for the tabletop game. So were Brat gangs (the original rich kids gangs with hoverbikes in Confrontation and Ian Watson's Space Marine novel)1 point

The latter, it's hardcoded. The ClearOpposingKeywords method specifies that the attack and the existing effect must have opposing IsHostile values. Inspirations/Afflictions use a different mechanic than Keyword Counters though and are specified in AfflictionTypeComponents: https://eternity.obsidian.net/game-data-formats/components#afflictiontypecomponent Sorry, I meant that his ability uses the literal Immunity effect with a Fire-only filter to clear the effects, rather than through Keyword Counter I would guess that's why it affects non-hostile effects as well.1 point

In other news, Necromunda (read: scifi Mordheim) went up for pre-order for a launch 28. August, then had the date changed to Summer 2020. The news is: @melkathi isn't buying it (at this point in time) as they are launching with just 3 out of the 6 core gangs of the setting, even less than the 4 initial warbands of the Mordheim launch. Game Devs: Because last time we launched Early Access and that gave people an incomplete experience which impacted reviews and sales negatively, we will not do so again. Also Game Devs: We will do a full launch, not Early Access, with perceived less content than our previous Early Access release.1 point

Btw, I know this is off-topic but in my view, a stronger criticism (than classes and characters) that can be leveled at Obsidian is the company's fixation with factions. Due to the corona, I decided to give Tyranny a try, and the bloody factions are there, too. In PoE, you must support one of the factions, at least to a certain extent. And then, towards the end, you are strongly suggested to "join" one of the gods, although you don't have to. In Deadfire, the factions vie for your attention and co-operation. And now, in Tyranny, I notice right at the start that factions are just about the most important thing. I don't like this. Surely there are plenty of other ways to further a narrative.1 point

@AeonsLegend I think the problems you're highlighting really stem from PoE2 generally being too easy. It's understandable that the classes can feel a bit same-y if the game doesn't punish you for sending your frail wizard with his puny dagger into melee. I'm just not convinced that the DnD approach is necessarily better. I find versatile builds that have multiple options in combat the most fun, but building such a character in the DnD-based games is a matter of: detailed planning and meta-knowledge; and/or getting to high levels where you have the capacity to have three different classes and loads of abilities. By this point the game's mechanics are falling apart. In contrast Deadfire's system is well-geared towards versatility. Its implementation of multiclassing is the best I've seen in a CRPG; it permits creativity and versatility without the confusing complexity of something like 3rd edition DnD or Pathfinder, and makes it fairly easy to avoid creating a weak build. Making all stats relevant to all classes is vital to that multiclass system. Yes it's still possible to build game-breaking characters, but it must be extremely difficult to avoid that in an RPG of grand size and depth.1 point

I think I have a decent amount of experience with RPG games. Probably more so than most here. Professing your opinion by saying people lack imagination is below the belt and not a valid argument. I disagree with your statements on Wizards. In DnD you have far more options to develop a wizard or any other class than you have with the options you have in PoE. Especially if you include prestige classes and so forth. But let's not go down that road. The issue with PoE is that it has stat growth equally for all classes and a limited amount of stats to make them different from eachother. Every character can more or less do what any other character can do. Some might be a bit better at something than someone else, but every character can cast spells just as effective as a wizard can and any character can wield a weapon just as effective as a fighter can. Sure you have some unique abilities, that will make them more effective. Especially if you know the game as good as you do. I've had this complaint as well for PoE1 that I really disliked the fact that there's hardly any difference between classes in terms of combat effectiveness. Of course you have games from developers like Bethesda with Skyrim and Fallout 4, but also Mass Effect Andromeda who milk this even further where you have absolutely no restriction to class anymore and you can basically do whatever you want. When I play a game like that I shrug and accept it, but I have certain expectations about games like PoE and in this it just did not deliver for me.1 point

I like it that you won't find a Carsomyr +5 in Deadfire and immediately know that you have to reroll a Paladin right now.1 point

The number was deduced by people who took the returns, researched the fig terms and finally said it's not exact but gives a fair approximation. As I said that was some time ago. I didn't dive into the details. It was confirmed by several Obsidian devs, most notably Josh Sawyer, that Deadfire sold way worse than PoE. And PoE sold somewhere around 1 million copies at that time iirc. That doesn't sound like 700k at all. It was also said that Deadfire wasn't a financial desaster but very disappointing. If you assume a certain budget (let's say double the fig campaign's amount) and assume 200K copies then it may have covered the expenses. But of course then you have gained nothing for budgeting your next game. Tyranny was a similar story. It hurts. Both are not bad games in the slightest. It just seems the niches were too small. Which is unfortunate because it's exactly my niche.1 point
