There is nothing good about lazy MMO/Ubisoft storytelling where they spend time on the main mission and all the other open world stuff is just copy/pasty. Depends on what you want with healthcare. If it's the most ammount of healthcare for the least ammount of money it makes sense to eliminate profit driven aspect of it as much as possible. You know, like they do in civilized countries.
