I definitely want to get a bug in for this and was hoping that you might have a save file from before this occurred that we might be able to use to test along side our own saves. I've taken all the data you've provided and attached it to a new bug for this specific case and linked some similar bugs to that report as well for more reference. The Programming team is going to see what they can find out and hopefully get a fix soon. The passive ability should actually not be showing next to the character portrait. This was an old bug we had thought fixed, but it is apparently still present, potentially due to that respec of your character. I've gone ahead and reopened the old bug report and added your information to it for further investigation by our QA and Programming teams.
