As long as the UI is 100% moddable I'll be OK with whatever Obsidian comes up with. Because no matter how much you work on a design, there is always someone from the community that ends up doing a great custom UI.

I doubt they are actually co-developing for this. Probably more providing something like possibly a more advisory role, like the Wheel of Time game (if that is even doing anything).

Publishers could let a subsidiary company go on Kickstarter to "check if there is interest", while in reality to inject less money in a project that they would have highlighted anyway. That is why they have a Marketing Department.

Activision owns the IP and trademark to Arcanum. Making a new Arcanum would be pointless.

This is excellent. So this is basically adding "attacks of opportunity" to the combat (which the IE games never had). I like this.

While the IE games did not have overland map travel (as it was done in SOZ), THAT would be pretty damn cool if PE did.
