Not a specific issue with the cipher, mobs target your squishiest characters first. You need better tactics, try rusing in your tank(s) first with your squishies out of agro range, then bring them in after all the mobs are engaged on your tank(s). Also try having one decent defender backline char that can swap to emergency tank if mobs do reach your backline. On Potd I manage with two max defense fighter tanks, and a DPS paladin backline protector. If mobs get past the tanks, swap my paladin to sword and shield weapon set and engage those mobs while my squishy rogue and casters run away.

I like how this game has loads of forest areas to explore like BG1, rather than BG2 being mostly based in one city. -

You can faceroll Potd with 6 chanters. I'm not sure how, but they can also tank good somehow. -
Even with two dedicated tanks, I still get mobs through to the backline, so being able to swap the paladin to sword & shield and run my squishies away is an extra line of defense. 3 dex sucks though with arbalests, but I couldn't gimp his deflection. I think though he would still work fine with 10 con and 10 dex. I'll keep that in mind for future ranged paladins.

I'm using one arm as a backup backline tank and it works amazing. Wish Id gone wood elf instead of human. Max int is important if you want your auras to hit all your party from the back. I'm using the defense aura atm but you can also take the accuracy one for more damage. Though I actually dumped dex on mine so his DPS is lowered, I did 18 might / 18 con / 3 dex / 10 per / 17 + 1 int / 10 resolve because I also needed him to protect my backline if anything gets past my tanks. Add a arquebus priest and gun chanter, then whatever else you want. I'm using an arbalest on my Paladin though. I need him to hit hard enough to get kills because he has the heal and +7 all defense AoE buffs when he kills stuff, plus I went kind wayfarer so he can heal the party with flames of something. And I don't have a chanter cos I didn't know about the gun buff so nvm, arbalests for me. 17 con / 19 int would have been more ideal for mine, every bit of int counts for the auras and wayfarer heals and buffs.

I'm not a fan of the 3 con as I play on POTD. Dump resolve instead, its much less useful. And take the +1 dex background for faster hits. I don't bother with sneak attacks, so far for feats I took blind shot, marksman, 2 feats for 20% passive bonus to crit, then the raw DoT. I should have kept the INT at 10 and dumped resolve more as duration affects the blind and dot.
