Hey Dan! I'm sorry that you're still dealing with this crashing issue. If you haven't already, I recommended making sure your drivers and your OS are both up to date, including the optional updates. That specific error seems to be linked to users running Windows 7 & 8 and are missing that specific file. If updating doesn't work, please try this update and let me know if that worked for you.

Can't use daggers underwater
Hello Prophet! The Larva Blade isn't cutting the Eel Grass because it isn't a Dagger. Currently, only the Peblet Dagger and Spider Fang Dagger can cut Eel Grass.
