Paris circa 1970's was a filthy dump with dogs everywhere. That's exactly why I have a slight phobia of swimming in any body of water where I cant see the bottom, including lakes, rivers and oceans. I'm convinced something is going to get me. I can quash it enough to go snorkeling on a tour in crystal clear reefs but you would never get me to go scuba diving. The crushing black and fear of the unseen is too much for me.

I don't know that disarming the police while maintaining an armed populous is a good solution either. Cops have a tough job. But I do agree on removing qualified immunity. "Spray and pray" cant be defended imo.
