Its a smart idea. By checking the serial numbers against the known pirated versions maybe they can gather the IP information of the pirates instead of passwords and direct the authorities to the exact locations.

We know that genetics plays a part in this so, again, collecting every single persons DNA at birth would be a good start at building a database.
