Some vacinations carry an innate risk of serious side effects, although those risks have been vastly exagerated and have become almiost an urban myth in their own right, perhaps this is why some parents refuse the offer. I and most of my generation have a welt on our shoulders remaining after being vacinated a children, on some people it is really quite large and unatractive. one would hope they have developed less intrusive methods since then.
