The only thing you can specify is background. However, even that depends on your class and race. If you are human, for example, you never have a choice. Ditto for all mages. Oh, and you have 5 points to assign to your stats. It's all very disappointing. At least, the very meagre options you have could allow for complex consequences on how the plot unfolds and how you play the game. On account of having so few possibilities to cover, that is.

If you happen to follow option 1, I'd recommend Eastern Europe. Austria, Hungary, Czech Republic, Croatia and the like. Gorgeous cities, good beer, a multitude of cultures, and if you get out of town you should be able to see great sights.

We can, therefore, assume that WoD has visited Finland, given his certainty on the subject. The USSR wasn't looking to annex a bit of Finland, they were looking to conquer Finland outright and had an army which dwarfed anything the Finns could field. The Russians were beaten back. Also, I'd like to know what magical definition of prosperity is it that you use in order do define the US as more prosperous than Finland.
