I usually "run into him" around level 10. By run into him, I mean brutally murder him for his shiny stiletto. You could probably do it right away though. It's not a terribly difficult fight, but it is a pretty interesting combat encounter. Ok, I tried attacking him multiple times around level 10-11, and he teleports somewhere every time, and I cannot find him

Patinated Plate has 15 vs. melee with Bronze Juggernaut upgrade or 16 as mythical armor. 15 pen as devoted with Stiletto or Mace legendary, 16 as mythical. Estoc can reach that as well 2h. Yeah, looks like Devoted can reach 15 with a lot of weapon types just with a legendary weapon, including some ranged weapons such as arbalest and arquebus.

Somehow I missed your second question: You could dual wield and still be pretty tanky. However, you may actually see a drop in overall dps (at least on multiple mob fights) because the main synergy of the build is pumping deflection for the 2 ripostes (skill based & the shield's crush riposte) which in turn lowers damage which hits heavy armor which mitigates damage down below the regen ring's threshold; which makes you nigh invulnerable. And I missed this response somehow, too! Further, upon testing you may be right: I am only level 8, but this guy does surprising amount of DPS with near-nonstop Ripostes. I was pleasantly surprised!

Ah, thanks for the clarification! In that case, I guess I was wrong to rue that I didn't go Rogue/Ranger. (I tried that last PotD run though - albeit on a pure arquebus build.) I may try the Fighter/Wizard suggestion you made after this game. I keep feeling I am missing Arcane Dampener in some fights (Last Word is nowhere as reliable obviously; and Tranquilizing Shot is very late).

Can this build work with blunderbuss instead now that the Watershaper Rod is busted?

I've seen people make the case for three different blunderbuss builds: The "Howitzer" (Rogue/Monk), the "Holy Hand Grenadier" (Rogue/Paladin), and the Rogue/Ranger build a lot of folks reference, but regarding which I've not found a concrete build. But which is best - when both DPS and CC are considered? And is there a popular variant I've overlooked?

Darn. My Ranger multi-classed with Devoted in Hunting Bow - not blunderbuss. So no AoE weapon. And my blunderbuss AoE guy is Rogue/Monk. Speaking of blunderbuss spam AoE builds: What's the best? "Howitzer" (Rogue/Monk) or "Holy Grenadier" (Rogue/Paladin) or Rogue/Ranger (I've not seen a built posted for this, but I've seen a lot of folks referring to this path).

You want to keep your wounds for the +10int. This build should be less good now then when I played it, atleast on solo after the nerf on whiteleaf. Bosses and multiple ranged enemies would be a problem. Also Stunning Blow can no longer regen more mortification then u spent on the attack. The concept still work tho ofc but I wouldn't play him solo any longer I am running a full group, not solo. So that shouldn't be a big deal. A bit squishy early but fun!

Hmm, I am running into some unexpected problems at the digsite: First, having three piercing weapon users mean that it takes forever to kill the skeletons and other high pierce resist enemies. Second, dual blunderbuss guy at this stage is doing very little damage - like a third of the hunting bow Hunter. Moreover, he's taking a lot of damage due to proximity to enemy melees. I am sure the DPS will get better once I get Hand Mortar and possibly Serafen's other blunderbuss; but I am not sure if the issue with taking too much damage will improve. I guess I have to take Escape and possibly look to take other damage avoidance/mitigation skills.

I got the +7 deflection bracers as reward for the lone survivor quest in the tunnels under the gullet when you take the lift down. If you help him escape you will find him in port maje. I talked to him twice and got the bracers I've never even gotten this quest. Is there a name for it? https://pillarsofeternity.gamepedia.com/Lone_Survivor Thanks much!

The whitewitch mask is normally on my berserker as a "oh sh!t" protection and a visible notification of low HPs. I don't think you'll get good use out of the passives on a tank that shouldn't ever hit low hit points in most cases, but you will get good use out of the bonus illusion PLs on a Trickster subclass. Another thing you're giving up is an engagement slot (the Blackened helm has +1 engagement). Good points!

I haven't gotten SSS yet. I'm taking a burn out break until the next major change/x-pac. Then I'll update everything. The idea for the shield is the second chance at the riposte so you get a lot more dps with it than without; but if dps isn't your main concern then changing the shield is fine. Is there another shield that can add huge RIposte chance? The one you mentioned is rather hard to get due to faction drop pre-condition. Also, what about dual wielding with this build? Too much Deflection loss to be sustainable?
