If you made twice minimum wage and pulled 40 hours a week, and many college students or young'uns do not, you're still looking at a quarter of your before tax income going to your rent. So yeah, it's an issue with purchasing power and high rents. Rather than building new housing the focus should be on reducing the cost of existing housing and increasing wages if you want to help those struggling to afford shelter. That or landlords and employers are going to find a very angry crowd chasing them down the street.
