For example, those bandits suddenly grew tougher because a new criminal alliance took over that is supplying better weapons and more training.

It might work if they used multiple different scales of overland maps with localized points of interest. A true open world seems impractical without resorting to near 100% random generation, and likely wouldn't provide a very interesting cRPG.- Oh they have a challenge

The shield is always waterlogged, making it heavier than it might seem, and it is constantly dripping brine. On the back are carved the initials "S.D.". Rumor has it that if you sleep on the shield, by morning your head will be filled with wild tales that will entertain your crew. Supposedly it also protects against fire, thirst, and in a pinch will double as an emergency flotation device.- Pathfinder CRPG with Avellone and without Obsidian announced

What I mean by that is they can allow the acquisition of unique lore through side quests which then allows characters to direct their development in ways they couldn't via the main plot. By doing so, they can add to the replayability. For example, a side quest could allow access to a rare scroll of swordsmanship that adds a unique 'talent' to the available pool. The characters will still need to level up to add the talent, but at least now they can build their character out along a slightly different path. Possibly there could be several such acquirable talents that are linked together -- gather all parts of the Ancient Art of Swords manual to master the new path.- What's so funny right now?

Group tactics should be in their blood. Perhaps other melee classes pick it up later, while the remainder need to spend a talent?- POE 2 Suggestions
