In my party Sagani has the Stormcaller soulbound to her, and has to rest at the lair of the Skydragon for the last upgrade. I've defeated the dragon and tried resting everywhere on the map, but Stormcaller just won't upgrade. Have you tried while having your virus protection software/firewall disabled? I find with games not launching it's very often because virus protection software is blocking the .exe file from launching properly.
