There is laws that if you speak about homosexuality you can be jailed, because of spreading homosexual propaganda. These laws are used to jail people carrying rainbow flags etc. symbols of LGBT community, so I would say that they are very much systematically oppressed. That only mean that they don't have the privilage of running in the streets with their genitals displayed. Russian approach is reasonable and the West is not.
