Is that even possible in a GTA game? Also, using the phrase "clean" to refer to a GTA playthrough is comically inappropriate. Hm, certainly could be - easiest is to not kill pedestrians and other drivers, harder with the shootouts. Partial enjoyment in the challenge in that regard.
