They are also using nuclear threats to keep or acquire Tibet, Taiwan and places like East Timor with no one really paying attention or caring. Yet the US is the aggressive bully of the world. People also forget that China is making a killing in trade since everyone buys from China, and China has various embargos on products coming into China. They also openly steal and pirate any intellectual property.

No Sidious sought personal power directly at the cost of innocent victims. I think Lucas did pay attention to Sidious's story. In the DVD commentary tracks, he compares Palpatine's rise to Hitlers, and he even directly calls stormtroopers nazis.

He could have killed pilots or Padme and he made no effort to do so. When he wanted to find the Jedi he could have killed random people for information the way Vader did, but he didn't.

That is why he is definately a Dark Sider given Lucas's definition of the Force. Aside from Jedi semantics, I don't know that I'd call him an evil individual.
