I know Irrational Games actually had a SWAT advisor for SWAT4 that told them how SWAT police works, and what tools they are using etc. Rain makes everything better. Even in the Clandestine Service, the number people who actually possess a CIA-issued weapon is probably miniscule. And the people who are issued weapons ain't talking to no game developers. One had a plain issue Beretta M9 and the other had an old M1911A1. They probably just got them from the nearest military armory and returned them after they were done.
