  3. Important thing to realize: When game developers talk about Bethesda RPGs or "making a Skyrim", they don't mean literally those games. They mean games that follow that broad open world action-RPG format that Bethesda pioneered. I mean, come on. You think Sawyer and Obsidian don't realize that Fallout 4 has garbage narrative design? Of course they do.

  11. No. System Shock 3 has a publisher (Starbreeze Studios), this doesn't. Which is kind of the whole point.
  12. This is like saying that in PoE1 you had to "stack damage in builds". Damage was how you penetrated armor in PoE1, now it's something else. What's the difference? It's part of what you need to deal with to play the game well. As for rote automatic tactics, there's a third option you didn't mention. The most obvious solution is removing or otherwise limiting the Pen buffs. Just like you would do with a rote damage buff in PoE1.

  15. More importantly I think, just because there's dumbing down doesn't mean it's dumbing down for consoles. There's plenty of room to dumb down for PC too.
