There are melee attachments to rifles and such but wouldn't a melee character just use a melee weapon? High level gun character might eventually get 8 strength though.

I guess it's best to start with a balanced SPECIAL rather than min-max? Didn't expect to get only 21 points to distribute.

Look for fGamma in Fallout4.ini should be there if it's the same as Skyrim.

I wonder if you can max out by ignoring all quests and just going full Minecraft.
