Don't think so, just bad when used against civilian targets (pretty much like every weapon I guess). You can still use white phosphorous to burn civilians to death though, just say you were using it for obscuring purposes and it was a regrettable accident.

Sort of funny to see people excited for this to go on after the war. Really shows you how bankrupt the rules based order is, heh. People still don't appreciate the dangers of sharing things online though, tsk tsk. Not breaking any rules. Now I think the parsing is, well, cluster weapons are bad but they are used in a defensive context so there's no moral issue.

Tried doing the capstone dungeon in D4 at 66, that resulted in failure. Some of the mechanics are really annoying as melee in the boss fights, just getting hit in the face by a spiraling magic attack, etc. The dungeon aspects where you're chased by a lightning damager or there are these shadow damage spots on the ground aren't all that fun to deal with either for me, not a huge deal but it makes the tedious farming more so, heh. Also went back to Sleeping Dogs for a bit, my Wei is being a great cop, randomly abducting people. It's funny to meet Triad bosses and everyone while wearing an HKPD SWAT uniform though,
