They can make d20 System reference software, but not games. If it is d20 or DnD related it has to go through Wizards and Hasbro in a separate licensing agreement.

Anything DnD would have to be 4e compliant and 4e no longer uses The Wheel cosmology in which Planescape uses. Sigil is mentioned in passing but it is no where near what it was like in earlier DnD incarnations.

The end of humanity would be a good thing, being the pestilent plague that it is.

Obsidian isn't even working on NWN3, as far as I now, and if it is to be a MMO it is ignorable. Planescape is long dead. Deal with it and move on. I rather have Obsidian work on original titles like Alpha Protocol or games like that Fallout New Vegas than have anything to do with DnD since WoTC ripped it apart with 4e.
