No matter what, you should definitely do it. And you should have Hiravias with you. It's no great thing, but it's old school fun. Now you intrigued me to reload and take Hiravias with me when to Zahua's quest Damn! Sorry to disappoint you, but there aren't really any comments by other characters during the quest. There is however, a funny interaction with Eder and Hiravias (you need both for the full interaction) when you meet the orlan who gives you the Ready the Cannons quest.

There may also be some who have a latent cipher ability or the ability came naturally, which seems to be the case for Grieving Mother. Though there isn't anything in her dialogue that absolutely points towards training or towards it having developed naturally. Vithracks are apparently natural ciphers, so, it's plausible for some individuals who have latent abilities or it developed naturally.

I see, I knew of the Fampyr one on the wiki, but the wiki doesn't mention needing engwythian for endless paths of od nua level 13. I have no idea how you'd be able to complete that quest without Icantha since the quest explictly says you need the knowledge from her. -

The one with the CYOA dialogue? You have to talk to the various spirits on that same level. I don't think you need to learn the engwithan language for that part. On the wiki, there are some spirits which you do need Engwithan for, but I'm pretty sure you don't need it for that door. -
What do you mean when you say that Paradox thew Obsidian under the bus with Tyranny? Something happened? Well, that does need contextualized and curtailed a bit. It's not like a business agreement was violated. But Paradox went on record saying that everyone at Paradox expected it to do better. Ergo, something went amiss in the market and Obsidian product. For context see this article: Why didn't Tyranny sell? Paradox on Obsidian's RPG (PCGamesN). Sounds like a case of overexpectations. Why can't Obsidian just publish it themselves?

A quick clip of map movement looks like. Just sort of showing off the dagger that appears when you click on the location I guess. The Fig updates mentioned about there being uncharted islands that you can find, I wonder if those will be procedural or some sort of prescripted thing. Or maybe it'll involve the CYOAs.

I rarely use the inns just for the bonus, so, you're not alone there. Pretty much the only times I've deliberately used the resting bonuses is the Dyrford Wurm's Nest (for the +6 burn damage resist) when I'm doing Searing Falls and the Caed Nua bonus when I was trying to get a particular result with either the Alpine Dragon (he attacks you no matter what it seems) or the Adra Dragon.

There's certainly nothing wrong with that approach, and honestly most of his builds will still work even if you don't min max the attributes. The barb build in question would still be pretty good with non minmaxed dex, it'd just be a little bit worse at everything. But by high levels and with the gear you find in POE that just doesn't matter much. Like driving a chevy instead of a mercedes. Both will still get you where you need to go effectively, one's just a bit more streamlined. Yep, those builds are still really good for showing in general how to build a character well.

We don't know that we will still have the concelhaut's skull thing (doubt it), but yes, I see your point. It could also be like, 'level 16 is the new level 1'. Every game that has sequels or chain points in the story has to deal with this and I'm sure it's awkward every time. It's how the devs deal with it that makes the difference.

You don't really need high perception, I find that 14 or 15 (or 16 maybe) actually covers most instances of it appearing in conversation. Since you can get a cloak with +3 perception (Lilith's shawl, in a chest in the lighthouse) pretty early, you can get away with 12 perception and add the cloak bonus to that.

Speedy attacking: Well, theres a few classes which have abilities that boost attack speed or dual wield the fast speed weapons. excellent talking skills: You're going to have to define this because charisma isn't a thing. also quite tanky: Not sure if you can have speedy attacking while tanky at the same time, I mean there's going to be more of a middle ground due to armor penalty. Theres people who understand character building better than I do who could answer that question. non-casting: The 'traidtional' casting classes are druid, wizard, priest, and chanters (PoEs version of bards). While ciphers are open to interpretation of 'casting class'. However, if you go by the strict definition, that kind of restricts you to maybe rogue, barbarian, and monk (depending on whether you interpret 'the long pain' as casting magic or not). Rangers have one magic ability that seems like it should be a druid ability. Fighers do have two or three things that affect allies, but I don't know if you'd call that 'casting' or not. Paladins meanwhile, have lay on hands and a bunch of ally affecting AoEs.
