Nope. Those are members of the Senate Guard. Palpatine gets some "extra" protection for himself shortly after becoming Supreme Chancellor. I think you can see a few of his red guardsmen in AotC. It's funny that in the only two occasions in which we see Palps in peril, his Guard is nowhere to be found. <{POST_SNAPBACK}> Yup my mistake, but where are they in AOTC? What whole deal with the Rakata? He went to their planet and tricked them into getting into the temple and thus gained access to the star forge. Its not really worth a mention. Even though he did it twice - shows how stupid the rakata are!

Also, there was a Mandalorian imprisioned at the Sith Academy, who refused to speak anything but Mandalorian to your PC. So yes, they have their own Language. <{POST_SNAPBACK}> I understand that those characters were supposed to be speaking Mandalorian as far as the storyline goes. I was just pointing out that the same audio file was used and so it just sounded the same.
