They seem to describe the breaking of souls as a natural process rather than a directed one.  Souls break because of entropy.  They gave this force to Rymrgand.

Yes, I was trying to remember the name they gave for it, I knew it was Rymrgand's something (rule?), and they believe it is because of entropy but at least according to the dwarf lady animancer you talk to on the tree they don't seem to really know why the souls are breaking down and have been trying to undo the effects of entropy.  There also doesn't seem to be a mention of any "new" souls being made, so what happens with population growth? 

 

I didn't mean to imply the souls are being deliberately targeted and broken down, rather that they are falling apart even further due to being shards of a broken being, kinda like how the pieces of a broken vase continue to crumble after the vase has been broken.

It is entirely possible that Eothas is still alive, merely dormant. They are ultimately nothing more than incredibly powerful rampant AIs made out of a crap load of souls. While I have little doubt that the Godhammer hurt him, I doubt he is gone.

 

Would not be surprised if PoE2 involved rebooting him with an Engwithan Machine somewhere.

 

Edit: Part of why I'm inclined to doubt his death is that well, the most likely current explanation for the Godlikes, I feel, is that they're Souls that helped comprise the Gods that have been shed through entropy (the natural splitting of souls seen in mortals) over time, warped by their time as a component of a deity. If Eothas was dead, truly dead, I would expect an inexplicable surge of Radiant Godlikes or what have you.

The druid near Elmshore says something to the effect that grass is making souls, or that they can feed on the souls of plants without doing damage to them and they regrow.  Also the longevity of the dryad-types seems to imply that plants are creating souls.  I imagine that it will work out that there's a big wheel, and the passage through time fractures souls inevitably, but animals also become stronger souls through their life.
