I'll guess he is something like a frumentarius, though, sometimes I find it strange that stormcloacks are surprised I am with the imperials, even though I am running around in imperial armor almost all the time... It comes with a nice fedora too, but I prefer not wearing a hat. The outfit goes well with the pistols. The pickaxe... not so much.
