NZ billing address seems to be enough to stop you getting it. You can however get Prime Video here. Presume it's the same in other places that don't have a 'home' Amazon site. Though whether it's the same as standalone Prime Video if mainline Prime is available I don't know. Contrary to the Euros' experience it didn't have much rental/ pay to watch stuff at all that I could see, though that was a year ago now.
