Well, there's extensive "Epic Spell Creation" bit in the Epic Level Handbook.... but in general the spell creation in D&D is not very well fleshed out. But D20 is still among the best RPG systems around.

Nope, Affleck hasn't made a single good movie. Seven & Fight club are two of my favorite films (in my top 20), but not because of Pitt's acting. altough, they are his best performance. This serves only to prove my case, both actors are of poor caliber.
