Genetic modification may not cause mutations, but ultraviolet light and oxygen sure will! To truly have immortality you need either: a cure for cancer, or true AI (or to be specific, the ability to download a human brain and optionally and ideally transfer it into a new living host e.g. clone) Otherwise no amount of senescence prevention will prevent death. Actually downloading AI depends on how much of the actual consciousness is preserved. Plus the host may not take to the invasion, but these options are complete fantasy and off the point. Let's just stick to the genetic aspect.

Not really, what you describe is the result of "true" immortality and not augmented lifespan. The cause for such behavior I would describe as being a overlong sense of stagnation since is mortality that allows for transcendence. Although seeing that we are discussing it I'm not sure that it would be possible to become immortal merely by removing the telemeters on DNA, just unable to age. This seem like something that could be the result of future military research, before it reaches the public. As such it would be part of many military application research developed from this technology and would see combat on such future. IMO, the power struggle caused by such advancement would global to societal, within such a chaotic society the scenario you describe could be true. Yet it all hinges on 1) this technology being the holy grail of genetic manipulation 2) a lack of ethical research and 3) external and internal factors that would make an individual pursue that course of action.

I'd say North Korea is just about the smartest country in the world. Without any real economy to speak of, armed with outdated WWII era military hardware and despised by just about every nation on this planet, it managed to make the world greatest powers (U.S, China, Japan, Russia) dance to its crazy tune. The problem here is more of a lack of cohesion on the national level. Sure democracy and free speech is great, but American schools have no solid base and they shouldn't be indoctrinating them before they have a certain amount of knowledge. By that same process I see the whole Senior High School bit as dispensable, I still can't put in my head that Cuba has better education that a world superpower. Things like theology have no place in a Kid's schools classroom, simply because there is no consensus about it, nor any facts and it's not the school's right to tell people what to believe. Evolution on the other hand is a widely accepted idea that provides a good starting point into the subject, even if is not completely proven it can put perspective to the matter and allow for an interest to grow. Basically all of America should start to agree in what a good starting point for a subject is and not whether one is more correct than another. That's just going to create confusion.

On Communism: I don't that Communism is a cause of poverty rather a consequence. The proletariat is comprised of the poor and uneducated is most likely that a country that is already poor and has these people by the dozen will become a Communist country. But this is up to the individual's level of adaptability and this is what will determine who thrives and who falls after drastic changes. I imagine that first would be the research on viruses and cancer, then on to improve the quality of life, then synthetic materials for all purposes from space exploration to pharmaceutics. This is the point were I begin to concern, this is all based on the chance that we actually master the "programming" of life and are able to write up as we see fit. Standing on the brink of such power, how do we stop from making a bad choice?

What's more this technology is still far away from drastically changing humans, since most of the human genome's function remain a mystery. I doubt that this will cause a technological boom that will sweep the face of the earth, it's more likely that the changes will be gradual allowing for adaptation and easing further use of this technology.
