So like 30 million people? Somehow I doubt your maths. Wasn't it 10 million? 1 of 10 is 10%. The current US population is 312 million. So 10% of 312 million is 31.2 million. I know, but I distinctly remember the number 10 million prisoners because it equals the current population of Belgium.

Didn't you like Daggerfall? I recently replayed it and that one has exactly the same level scaling as Oblivion. Above level 20 all you'll ever meet are Vampires, Liches and Ancient Vampires. It even has random bandits dropping daedric equipment. The only difference is that the main quest dungeons have fixed levels of monsters.
