The advantage of democracy in that context is that you can (theoretically) replace your decision-makers if/when they become too incompetent or too corrupt. To the extent that Chinese cultural practices encourage meritocracy and discourage excessive corruption (or that oligarchic party-committee practices effectively mimic the function of democracy), they may go a generation or two before that problem becomes acute. Or they may not. oh, we get the advantages o' democracy, but am thinking you are ignoring or forgetting another main value. "democracy" in modern western economies started, predictably, as a a benefit o' the folks with property. it has been taken as a bit o' a given that "sustained economic development is supposed to lead to the emergence of democratic institutions and, eventually, democracy through a combination of factors produced by such development." emerging middle-class, new values, increased education, yadda-yadda. regardless, it has been assumed that the more invested folks become in the economy, the more they will, inexorably, demand a stake in the decision making process. the push-pull between capitalism and socialist or the kuznets curve or whatever is the nouveau chic way o' describing the inevitable expansion o' the franchise in western democracies has been seen as a near forgone conclusion. if you don't give your new capitalists democracy, they will eventual take it themselves... or that has been the prevailing wisdom for a Long time. china is different... is culturally different... is Geographically different. is hard to believe, but as enormous as the population is in china, historically, virtual all peoples live along two fertile river valleys. is a single, largely homogeneous culture that has endured autocrats and oligarchs whose dynasties spanned many centuries. such has been the norm in china. "Chinese cultural practices encourage" oligarchy as much as they does meritocracy. yadda-yadda. again, am expecting wondering just how far china can go without real democracy. the progress china has made is not near as significant as some suggest, but they do now have a kinda emerging middle-class. is china culturally different enough to endure and continue to grow with a system of government that tends to lead to stagnation? your own role in our system is impossible in modern china, but is largely essential in modern economies. a transactions attorney in china? is that a punchline waiting for a joke? conventional wisdom suggests that china doesn't have the societal, governmental and legal apparatus to make the next step forward economically... 'least not without serious fundamental changes, which is kinda antithetical to what made their initial success possible. oh, and am thinking you also underestimate the level o' corruption in chinese government-- is perhaps another cultural norm. ah. much thanks. based on josh's post, it don't appear as if current value o' perception to interrupt is all that meaningful... though if perception is linked to attack roll, then it is still significant, but not specific tied to interrupts. weapon type is current important, and if perception is complete excised from the interrupt chance equation, we suspect weapon type become more significant. hopeful this is an aspect that talents develop a bit as it would appear interrupts is of tactical importance, but currently players can do little beyond weapon choice to boost interrupt success. makes us wonder how animal companions for ranger's is treated as weapon type for interrupt. QA saw less value in resolve and perception than other attributes. also, we were in favor o' josh's notions o' aoe and duration splits between int and resolve. from what we saw in liked material, the changes identified by josh addressed the issue o' making resolve and perception valuable to any and all classes, though not necessarily equally. curiously, while josh were not actual adopting changes as suggested by matt and sen but were rather independent relying and adjusting according to QA feedback, the board appeared relatively positive 'bout obsidian proposed changes, though everybody had notions on how to further improve the attributes. from reading only a few recent posts, am seeing that interrupt has possibly been decoupled from attributes altogether? am clearly gonna need to do a search, but am gonna concede that am initially having knee-jerk resistance to such an idea. nevertheless, we have no freaking idea how interrupts has been functionally working up until now, so is tough for us to express a reason why we is in favor or against changing interrupts. am recalling that matt didn't wanna do the maths on interrupts and we don't recall obsidian ever clarifying, so am kinda finding ourselves reflexively contrary, but rationally ambivalent about changes to interrupt. clearly we need to catch up on the recent suggested changes, but that being said, am having difficulty rejecting the functional cosmetic base-10 for attributes. we admitted ignored most of the thread... other than observing the title and a couple particular posts, we has had little involvement. that being said, your last point struck a chord. typical western economies has shifted back and forth between the tensions caused by needs o' capitalism and socialist elements. there is almost invariably a painful gap during which an economy has shifted too far in one direction and before the economy can self correct, significant social and economic problems typical arise. sadly, western democracies makes the correction process a bit slow. china is actual an intriguing counter-example to the traditional western cycle as they is not using democracy to achieve their balancing. oh sure, the fears regarding china as the new global economic superpower is a bit exaggerated, but am admitting more than a little surprise at how effective they were able to make the initial, and seeming insurmountable step from resource producer or agrarian economy to at least a manufacturing economy. sure, they got a long way to go to become a service economy, and the kinda o' manufacturing china does is largely overlooked, but one does wonder how long their economic evolution can progress without democracy. lack o' democracy has significant advantages as quick and rational changes may occur without the aforementioned painful correction process we face here in the west. Gromnir needs to use correct English, as well as quote properly. Then he might contribute in a constructive fashion. Half his posts are illegible as they are right now. He seems to be too caught up in his forum persona though. I'm not sure if that's sadder than a troll or not. I think that's unfair, I admit in the beginning I battled to understand his posts all the time but he makes a lot of sense on certain topics. And he generally takes the time to explain his perspective which I respect we has noted in the past that the Gromnir persona is an excellent schmuck detector. folks who wanna complain 'bout the persona instead o' the argument reveal a flaw in their own character rather than ours. even so, it would be bad if this became a Gromnir thread. would be ironic to see thread get locked for such. on topic: again from linked article, the millionaires who don't like to loosen the grip on their wealth tend to have some traits in common. education is a particular telling attribute. I'm sorry, but I don't see it. am agreed that we can't say we sex from the pics. whatever they is doing is kinda weird, but not necessarily sex. stationary pictures of clothed people is not gonna show much. that being said, the pictures do make obvious that folks had a clear view o' what were going on in the car. text along with pictures is more telling. An eyewitness who saw Daniele and Brian as he worked in a nearby office tells TMZ ... Brian was sitting in the passenger seat with his feet on the curb and Daniele was straddling him with her shirt pulled up -- breasts exposed. The eyewitness says she was grinding on top of him, rocking back and forth. Someone from the office went down and asked Daniele and Brian to stop because everyone in the office could see them but they continued. The eyewitnesses say Brian then began "horizontally bongoing her boobs back and forth." He says she eventually reached into the center console, grabbed a tissue, wiped him down and then herself and tossed it on the grass. if cops arrive and no sex is occurring, they likely ask some questions o' the two folks in the car who, unless they actual admit wrongdoing, is sent away with cop kinda advice such as, "whatever you did or didn't do, don't do it again, at least not here." act like a loon with the cops is not illegal, but it is likely to cause you trouble. why this "newsworthy" event would surprise anybody once context is understood eludes us. folks not from the US got some very strange notions 'bout our cops. we can bring up UK police brutality videos that is quite graphic, and am certain we can do the same for many nations. nevertheless, we got an extreme diverse population: ethnic, cultural, economic diversity. confrontations with cops will occur and best way to handle is with the practical advice we offered. however, trying to make THIS situation an example of genuine police excess or brutality is kinda an insult to anybody that has actual suffered from police malfeasance.
