Absolutely. Off the top of my head, I cant think of a single occasion when higer taxation curbed use.

I dont know if they get charged more then they ultimately consume but they certainly have far higher insurance premiums. High risk = pay more, just like high risk drivers pay higher premiums for their car insurance.

But it is a fun film. She was never fully nude in the movie anyway. The shot you speak of was a shower scene, shown from the side, with her arm strategically blocking the good bits. Surprisingly, Lindsay Lohan let the girls out in full view.
