    How is it a failure? History shows exactly the opposite; a resounding success. Both parties keep a watchful eye on each other, which helps significantly reduce corruption. Voters get a regular opportunity to throw out the worst of the lot, which is much more than the people get in, say, Russia, North Korea, or China.
