And one of the reasons the mentioned "common sense" law was brought in. But the mix of health and safety regulations brought on by the various governments of the previous decades (and from Brussels and the EU), combined with civil lawsuits thrown at emergency responders for some downright silly reasons.. Can make folks extremely hesitant in situations like this.

Yeah, 'cept nobody follows the Brussels regulations more obsessively than the Finns, and our rescuers can pull people out of the water just fine. This obsession with water "safety" seems to be an entirely British phenomenon, I've run to it before.
