Apparently there was an ROTC student who got suspended for removing a Mexican flag which was flying above the American flag, which is a violation of protocol. Brazil is hispanic even though the populous is mainly Portugese. And the Columbians, Chileans, Venesualans, etc... So is it if youre brown and speak Spanish, youre "hispanic"? You cannot fly one national flag above the other, it's an insult. You either have to have 2 flagpoles, or 1 flag. He knew the simple fact: the national identity is stronger than identification with the proletariat. He'd never control the vast territory of the peasant and religious Russian empire. To resolve that problem and balance the power of ethnic russians he'd give everyone he could their state, so as to keep the majority in check.
