You can change the Steam install directory but only when installing Steam. Make a backup of your steamapps folder, uninstall Steam, reinstall Steam, select a HD or partition with more free space, install there, then move your steamapps backup there. Most of the stuff I buy from Steam is smaller (World of Goo, Machinarium) or older (Deus Ex, The Longest Journey, Bloodlines).
