It is the Bug-Free version with no unbroken quests and the like, with the addition of an ending that satisfies everybody.

pal is the europe format version sorta the opposite of NTSC which is NA

 

btw the game will still be the same as the xbox NA version nothing added content wise only thing they did do is fix the bugs

Actually it started ticking a long time ago (in a galaxy far far away)

 

To be more accurate early December would be a good indication of when the countdown started.
