Picked Palpatine due to his ability for strategy, while Exar Kun might me stronger in power if it involved their personal involvement in battle, Palpatine had enormous power to control and direct his forces, after he fell the empire weakened without his presence to inspire and guide them, so yes i believe he deserves to be on top of the ladder.

 

EDIT: It was luck he was defeated, if he had know the Inhabitent would have helped the republic he would have strenghed their defenses more, and shield generator wouldnt have been down, and i believe it would have changed the outcome of the battle.

I would say Thrawn was more of the character that brought the Empire together. Yes when Pal, the Empire was weakened. Then enteres Thrawn who makes them strong again. Not to mention that when Pal returned, he never had the power he once did.

Dont know think some thing despite the choices given should have a certain path, since Kotor1 was about redemption i think it should be likely to assume that his ultimate fate should end in Jedi path despite how he was played.

Revan was minded on both path, there was no definate, so despite context is about Sith i see know reason why he couldnt aswell been jedi.

 

And if you say, by sith meant people who ended as sith then remember Vader returned to the light, so shouldnt he then be removed to?
