The words freedom and liberty, are diminishing the true meaning of the abstract concept they try to explain. The guy in the background looking at the phone has a shirt with TARDIS on it, the name of the Doctor's time machine.

So theoretically,  if the fan wasn't absorbed in his phone he could have had a chance encounter with a lead actor from a show he's a fan of.
