Square Enix US is different from SE Japan. We are talking about an SE US project a western developer is making for them. BTW, According to David Hoffman's LinkedIn, he "worked side by side Chris Taylor, on pre-production and throughout production of Supreme Commander 2". and I'd be really surprised if SE US project were Obsidian's.
