Story Mode False Emperor is sufficient. Yeah, I haven't leveled a pub toon yet, so I won't have to worry about that for a while.

Has to be the guy that starts it. The Corscant and Dromund Kass ones come in boxes which can be transferred, other do not and are immediately released into your toon. Once you get HK, you'll unlock the option to simply buy him for all the characters in your legacy in that faction
