You don't need to blow the powder house. First talk to Hazanui Karu to trigger final RDC quest then reject( BEWARE! Almost all Brass Citadel NPC will turn hostile ). Kill her and Atsura, if you want to avoid slaughter as much as possible try to be sneaky or any mean to reduce hostile. Then when you talk to either queen or VTC director, they will skip their final quest. Btw, I don't know bringing Maia along is mandatory or not, but it is funny to see her killing Karu and Atsura :D

I hate that she is so sensitive about the mission involve in blowing the powder house. I'm not here to argue about her characteristic, but I question about her scripting. If she threaten to leave when I talking with Queen or VTC director about the mission, fine, at least this is logical and I can reject the mission. But if I send her away while I receive those quests then bring her to Brass Citadel, she will insist to leave without giving me a chance to stop the mission even thought I'm not even go near to the powder house. How the hell she know that in the first place? Funny thing is if I'm doing her personal quest where she going to report back to Atsura, after she leave the force dialogue prompt up telling me she leave :D Most funny thing is, if I reject Hazanui Karu final quest and all NPC in Brass Citadel turn hostile( include Valian merchant ), she slaughter everyone with me without saying anything. I wonder why she refuse to kill fleet master of Sayuka but have no problem to kill her admiral :D

From worst to best: RDC is my most hated faction, assassination, creating chaos, killing innocence just for own gain. And they act like they are superior species who best use all the resources in the world, other inferior should submit to them. They not only take resource, but they take life and culture. Principi might not involve quest which kill a lot of innocence, but they kill a lot by by themselves. Yes Aeldys anti-slaver, but is it out of good heart or out of her twisted philosophy of freedom? And Furrante not only involve in slavery but also he plan to build pirate kingdom, although he is more lawful. VTC indeed is draining resource of Deadfire, but they provide opportunity of job, trading, technology advancement. Although Castol involve in slavery but unlike Alvari who only concern in money, he did concern advancement of technology which will benefit all kith especially it might save kith from wheel destruction. He is what I consider as lesser evil. And the final quest is involve killing soldier, not civilian but I cannot deny it is still consider killing "innocence". Huana...actually helping them does not benefit kith other than Huana. I will help them just because I took pity on them who invade by other powers, and Roparus do not deserve all of this.

I cannot recall the whole story, but I think the wheel is use to control/ manipulate the flow of soul. Remember the ending of POE1 you can do various thing with the souls? I think Eothas goal is to stop mortal souls be the plaything of gods or whoever know how to control the wheel. Without the wheel mortal souls will still able to reincarnate, just randomly without previous memory?

She robbed nobody. She was defrauded by a cheater and simply obtained her goods back when it was discovered. In Vailian political world, what she did is only robbery because she didn't report him to the authorities (due to the authorities bias against her kind). In Huana society, what she did wasn't even illegal in the slightest if not for the fact that he's thee equivalent of a Kotaru. Rinco is a liar and a cheat, and was the one who instigated the fight and committed the theft. Port Maje has ceased to be a Huana village. Their Chieftain hasn't realized the political realities of this. Valians acting under Valian law (and loopholes), Huana living as they always have. This is a potental weakness, one the RDC will willingly exploit and supplant. That's why I hate RDC. Valian and Huana might not accept each other very well but at least there is peace and prosperity, then RDC purposely bring chaos for their own gain.

Pretty much all rpg are like that. 80% of the contents are side quest. That's what I worry about rpg nowadays Looks at Fallout 4, it became city simulation game -
I thought Maia and other two agent are just spying, I didn't expected they are assassin! Now I almost complete her quest( she killed her target ), is there no way to stop other two? I still have a save file where Maia haven't go back to Citadel to report her success of delivery, if I don't complete her mission from that point, will other two still kill their target?
