Sure it could be like BG modding tools. You would get to useto it after practicing. If fallout had an override folder like BG, it would be easy to add new content.

never got into Fallout modding, it seemed limited in what you could do. but I like d a mod that let you get a whole bunch of weapons and armor in the begining. Awesomenss One thing i would change about Fallout is make it mod friendly so you can add new content, like new quests, stories, npcs, etc.

K1 and Bloodlines once again. Games that let you be evil and do evil deeds and let you get away with it. just one of those mood things.
