Nothing (except the budget) standing in the way to become deep. Also, painting some **** and dieing and leaving it up to the new generation to make sense of it isn't deep either.
Well IMO, it's all up to the writers, and if the game decides to have little or no writing, it's up to whoever is leading the project.

Also no, there's art involved (textures, acting, etc... pretty much every game has this), but it definitely isn't very... deep. But please, don't ask me for my definition of art, it varies wildly.
No. Video games are not art. They are mindless entertainment and nothing more.
Mostly. There's always going to be that title that really sands out as art and not some childish murder simulator ala Gears of War.
