No, no extra program is necessary to use the console commands, it's done in the game; but I think perhaps you should download the character editor that Dark_Raven linked and try that instead. You may find it to be a bit easier to use. g_w_lghtsbr245 is part of a mod you've downloaded? I don't think I can help with that. Uh... make sure you've placed the mod data in the proper directory.
