Yep, we watch the Irony of Fate, or Enjoy Your Bath every new year but this picture is from Office Romance, I think. We don't watch that nearly so often.

"С лёгким паром" does not translate literally. it's a saying, which means something like, "I'm glad to see you in good health". I always though it was more of a "good luck" thing, but had a quick look, and it turns out that when people go to a steambath (or sauna, w/e you guys call it), it's better to stay as high as possible where the steam is "light", because at the bottom the steam can mix with carbon monoxide (or some other asphyxiant, not sure how it's called properly). so, when a person was leaving a sauna, others would tell him/her, "I see you've had light steam!" or something. 

 

what meaning it has in the movie? no idea, never bothered to watch it properly. the other movie you mention, though, is great
