I was under the impression that your main gripe was with the dichotomy between a character's high level and an enemy's low level which would make up for uninteresting and extremely easy combat, which in turn would just pointlessly drag on. If I'm wrong, then I apologize. Regardless, while Fallout combat was far from perfect, animation speed toggles reduced much of the downtime involved in AI and player turns.

That's largely a problem with area design, not the combat. High level characters shouldn't have to fight low level ants and rats to begin with.
