They refreshed the case and some components, but not the Cell. 22nm Cell was confirmed to be in development and taped out, so expect these models to ship out later this year along with a price cut.

For those contemplating getting a 360/PS3, I recommend waiting till Autumn/Holiday season 'cause both MS and Sony are gonna release refresh versions of their old models. Which translates into very cheap prices.
