You are asking proof on a subject that is next to impossible to prove for the bugs involved are random by user to user. One person might have gotten zero bugs while another have his game crash to desktop each time he even thinks to play the game.
Actually it is more balanced without them. Epic Rules and going above 20th level is really broken in the d20 System. You really need to read the rules system to understand but take a look at HotU on how epic levels work in the CRPG format. It was really way too overpowering.
That was my view to and I thought IWD2 was a decent enough game. KotOR 2 was better but IWD2 was a good dungeon crawl that made use of the 3e rules the best that a engine built for 2e could. I just think some people had unreasonable expectations for the game.
